SWTAAC provides management and technical assistance to U.S. manufacturing firms experiencing a decline in sales or production and a decline in employment due to import competition. SWTAAC, operated by the University of Texas at San Antonio, services Louisiana, Texas and Oklahoma and is funded by the U.S. Department of Commerce.
Firms certified eligible by the U.S. Department of Commerce are eligible to receive 75% reimbursement for projects up to $30,000, and 50% reimbursement for projects from $30,000 to $150,000. The certification process takes approximately 5 months. Certified firms are eligible for the following:
A diagnostic analysis of the firm's operations including their internal and external operating environment. This analysis provides the framework for all further assistance.An assistance plan outlining strengths, weaknesses, potential problems and a rational strategy for recovery. Each plan is tailored specifically for the participating firm. All assistance is provided through professional consultants selected in a bidding process by the participating firm. Strategies for recovery may include, but is not limited to:
SWTAAC cannot pay for employee salaries, new construction, buildings, land or equipment, but can pay for software. Assistance request can be submitted for up to two years after certification.
