As we entered 2010, the Bayou Region shared a universal hope of a year where rebuilding from storms was no longer a daily concern, where employment remained strong against a backdrop of national recession and where accelerated interest in deep‐water oil and gas exploration showed promise of carrying our economy well into the future. On April 20th however, things changed. In an event that no one expected, the BP/Transocean Deepwater Horizon rig blew up taking with it eleven lives, deeply disrupting what many in the Bayou Region were anticipating as good days ahead. For the balance of the year, the incident consumed our focus as our region both benefitted from the concentration of the response in our area and suffered from its affects.

2005 was an incredibly full year for SLEC and as you will see, we have accomplished a great deal in these past 12 months. 2005 was a year marked by opportunity and challenge. It was a very aggressive year. During 2005 three new major programs were launched. New public events were held with very positive results from those who participated. SLEC also served in key roles in several special projects relating to homeland security, support to parish government and labor studies. We also found ourselves at the center of response to the devastating effects of, first, Hurricane Katrina and then Hurricane Rita – first in response to the preservation of life and property, and then, in response to the need to assist businesses affected by these storms.
